No, he was clearly out.
Saw some highlights of the U20s SA v France. France were very good with quite a few good strong fast players. I know SA shuffled the backline and played some who weren’t first choice but even so France U20s backs looked very incisive.

Best France U20s player looked to be their number 8 Joseph. So fast and skilful and powerful scored 2 tries and made loads of ground. They way he scored one if his tries strechtin out one handed and placing the ball made me think he is modelled after Fijian Nakarawa. If he stays injury free think Joseph could be a big star.
Astude AB coaches. Playing territory and lifting intensity + subbing at right time make it look like a comprehensive victory. Was vry close up to 51 minutes.
