The South African Rugby Union (SARU) has confirmed its plans to ensure that half the Springbok team is made up of players of colour by 2019.

Rapport on Sunday revealed SARU’s Transformation Strategic Plan, which aims to bring all of South Africa’s representative rugby teams, along with domestic teams in line with national targets in five years.

Of the Springbok team currently competing in the Rugby Championship, 19% of the players are non-white, while only 12% are black African. Zimbabwean-born prop Tendai Mtawarira was the only black African player to start in the defeat to Australia in Perth, with Trevor Nyakane warming the bench.

But SARU wants to make sure that by 2019 at least half the Springbok side consists of players of colour, with 60% of those required to be black African.

SARU also set a mandate for Bok coach Heyneke Meyer to select at least five black players in his squad for the 2015 Rugby World Cup in England as well as include seven players of colour in his match-day squad in the lead-up to the tournament.

According to Beeld, all 14 of South Africa’s provincial unions approved the new strategic plan on August 13 this year.

SARU has already shared the plan with SASCOC and the sports ministry. The next step is for SARU’s general council to approve the plan.

In addition, Heyneke Meyer will be expected to field a side containing at least five black players at the World Cup in England next year.

The plan, which was revealed in Sunday newspaper Rapport, will see a comprehensive overhaul of the current structures, including demands on the Springboks, Blitzboks and Junior Boks teams, as well as teams in the Vodacom Cup, Currie Cup and Super Rugby tournaments. There will also be quotas in amateur rugby and across all Craven Week tournaments.

The aim is to make sure that all representative teams contain at least 50% players of colour within the next five years.

The plan was drawn up by the SARU executive council earlier this year after being heavily criticised by the department of sport, and sports minister Fikile Mbalula, over the lack of transformation in the current Bok team.

Meyer will be encouraged to make sure there are at least seven players of colour in the Springbok match-day squad from next year, while Neil Powell’s SA Sevens squad will be expected to adhere to a strict 40% colour quota.

Dawie Theron’s Junior Boks have to select at least 12 players of colour in his squad of 28 for the 2015 Junior World Championship in Portugal, four of whom must be black.

The plan will also address transformation among coaches, referees, team managers, administrative officers and suppliers of services to SARU.

At least 30% of national coaches must be coloured come next year, with at least 10% required to be black.

“It’s a sustainable way to implement transformation in South African rugby,” said Mervin Green, Saru’s general manager for development. “Most of SARU’s provinces have failed to yield results due to lack of proper talent identification and development programmes.

“The transformation plan will be monitored annually to identify barriers that have a negative impact on the implementation.”

    And hopefully, in this process, somebody could explain to me the difference between “coloured” and “black”, bearing in mind that a person of Chinese origin is now classified as “black”in terms off our labour laws relating to BEE.
    Peter de Villiers , for instance, is “black”, by his own admission (see his acceptance speech as new coach).

    [By the way, I am confused by my own bloodline as well, as my great grandmother’s maiden name was ‘Tamboer ‘ (from Malaysian decent). Actually, I always wanted to take this further, and maybe I still will, for somewhere along the line I have a suspicion I might have a claim to property rights in the kloof on the slopes of Table mountain where she and my namesake grandfather lived. I-Wish

    There are some photos at my uncle’s in Velddrift, about the “Tamboor”” house and the family and their business, they moved to those slopes where my grandfather ran a legal practice, he was a colonial Batavian (from Dutch decent).
    My uncle, an ex-teacher at Oakdale Landbou and former SWD Craven’s rugby coach/manager (nickname “Kiewiet, some old boys here may recall), studied the family history in depth ,as he now has time on his hands for this. When I was over in the Netherlands on occasion, I had the opportunity to collect some documents from the national family museum in Enkhuizen (“narrow houses”), and handed to him. He came to some interesting conclusions! I still, when I have time, have to consider if those conclusions of his are merely ‘delusions of grandeur’! This topic has been a subject of many funny stories about my family, believe me.
    So, I have an interest in this whole classification of black, coloured and white, besides rugby Wink ….as I am sure, many Capetonians have as well.

    I think if you went back into many of our histories you will find some more coffee than tea.

    The fact is, the only people who can claim true “indigenous status” are the Koi and the San. The rest all migrated from somewhere else, including the Zulus, Xhosas, Tswanas etc.

    This whole black vs coloured vs everything else makes me sick.

    All it does is impose artificial standards where meritocracy should rule and results in dragging the situation down to the lowest common denominator.

    On a serious note, if these quotas are implemented for real I believe that Springbok Rugby will lose many fans, myself included.

    I cannot in good conscience support a team that is racially biased and where people are effectively denied fair access based on the colour of their skin,

    That’s less than 1/3 out of the match day 23. HM usually selects 30-35% players of colour in his squads and then lauds all their qualities and makes us believe that they are there on merit. Why then would it be a problem if they are in the match day 23?

    Coaches (CC, SR and Bokke) have brought this on themselves.

    Or even worse, ice hockey in Canada, with Nunavut (Eskimo) participation made compulsory….

    My opinion? SARU headed for serious problems with the IRB at some stage, wait until Afriforum prokurowers wake up in the morning….

    Quite possible, if the Boks play for 80 minutes and not 78, against an All Black team going flat out for 85 minutes…
    How the faark do you lose a test match from being up 23-14 with 12 minutes to go? Easy, substitute players by giving the benchers such aslambie, Lood and Trev a run-on because you think the game is in the bag.

    The only time that I can think of was on that EOYT (2012) after some pressure when Taute was playing absolutely rubbish and he then brought on De Jongh for the last two tests. Other than that, he stops at his three chosen ones. Wink

    Simple, we played against palooka teams that didn’t know how to win and believe that they could win against us.
    The shoe was simply on the other foot yesterday, and all of a sudden “a win is a win” was put into perspective and “a loss is a loss” is not good enough, there must be other reasons for it.
    When Walsh worked in our favor it was cool, we have character. Yesterday Clancy screwed us, not, the Aussies had more character than us.
    It’s easy to see things differently, some look at things through full glasses, other look at things through empty glasses.

    Would be interesting if they did an actual study to see who are the registered players in SA, “Player of colour” does not help anyone and if this targets were to be a goal then especially coloured players are going to lose out a lot.

    I predicted a 2 point win, not an overwhelming win.
    NZ will also not overwhelm us, but by their standards it’s still a 10-20 win over us.
    We will beat Australia at Newlands, our backs will be against the wall and that’s when we are dangerous, and Australia, although better than last year, is not a very good side at the moment. They are on their 9th choice hooker for goodness sake.
    It still just shows that we have also regressed at an alarming rate, and without FdP, Jacques Fourie and Willem Alberts in the starting side, we are clueless.
    Those players are not new players.
