The 25-year-old, who has won 37 caps, agreed a deal with an option for a third season with the side from central France.
“His profile fits in perfectly with the game that we play,” Clermont sporting director Jean-Marc Lhermet said on the club’s website.
“Despite his young age, he has a huge experience of top-level matches and is one of the world’s best players in his position.
“Jonathan decided to leave Wales for a new adventure , and we are happy that it is with the ‘yellow and blue’.
“In addition to his class, he has determination to help us win new titles in the years to come.”
Davies becomes the club’s second recruit after Perpignan’s French international forward Sebatien Vahaamahina.
Davies, who starred for the British and Irish Lions during their victorious Australia tour earlier this year, is due to join last season’s European Cup runners-up next July, and will form a formidable midfield partnership with French centre Wesley Fofana.
